PJSC LUKOIL has been operating in Volgograd Region since 1991 when OJSC "LUKOIL-Volgogradneftepererabotka" became the Company's first asset in the region.
LUKOIL and Volgograd Region have been long-term partners. Among other things, LUKOIL implements investment programs, environmental and charity projects. LUKOIL runs one of the largest refineries, produces hydrocarbons, has an operating R&D center and marketing organizations in Volgograd Region.
Volgograd Region is a very important region for LUKOIL. Since 2009 the Company has been represented in Volgograd Region by LLC "LUKOIL-Volgogradenergo" and LLC "LUKOIL-Teplotransportnaya kompania". Presently, the Company runs a full production chain cycle in the region, from exploration and extraction of hydrocarbons to the generation of electricity and heat.

LLC LUKOIL-Volgogradneftepererabotka commissioned a diesel fuel hydrotreater unit (phase 1), a set of gas units, and a granulated sulfur production unit. As a result, the emission of hazardous substances into the air was cut by half.
Dr. V. Yu. Alekperov, OAO LUKOIL President and CEO, launched a heat supply system for Krasnoarmeisky District, Volgograd at Volgograd TPP-2.
LLC LUKOIL-Volgogradenergo and the Government of Volgograd Region signed a long-term cooperation agreement on heat supply and infrastructural development. The Volgograd heating plan was developed at the initiative of Volgograd thermal energy specialists and city authorities.
A delayed coking unit with the annual crude capacity of 1 million tons per year was built. When it was launched, the refinery became the largest producer of petroleum coke in Russia.
A distillate hydrotreatment unit with the annual crude capacity of 3 million tons was commissioned.
Opening of LLC Innovative Lubricants Technologies (LLC INTESMO), a joint venture of LUKOIL and RzhD. V. Yu. Alekperov, LUKOIL’s President, A. I. Bocharov, Interim Governor of Volgograd Region, V. A. Gapanovich, RzhD Vice President attended the event.
The “Seven Color Flower” daycare center (kindergarten) for 100 children was commissioned in the town of Kotovo. Governor A.I. Bocharov, PJSC LUKOIL Vice-President and RITEK CEO N. M. Nikolayev attended the opening ceremony.
LLC LUKOIL-Volgogradneftepererabotka commissioned AVDU-1 with the annual capacity of 6 million tons of oil.
The largest in Russia Vacuum Gasoil Deep Conversion Complex was launched at LLC LUKOIL-Volgogradneftepererabotka. D.A. Medvedev, Chairman of the RF Government, V.Yu. Alekperov, President of PJSC LUKOIL, and A.I. Bocharov, Governor of Volgograd Region, attended the opening ceremony. The commissioning of this Complex allows the Company to increase the annual production of EURO-5 diesel fuel by 1.8 mln. tn. per year, while the conversion rate will reach 95%.
Since 1999 LUKOIL has been developing and implementing "Environmental Safety Programs of the LUKOIL Group Entities" designed for 4 years.
Environmental Safety Programs include environmental protection measures in the following areas: "clean air", "pure water", "waste". The following results have been achieved over this period:
More than 316.8 thousand m3 of oily sludge accumulated earlier have been processed.
Atmospheric pollutant emissions have been reduced by 1,768 tons;
Around 114 thousand m2 of restored land have been returned to the economy after decommissioning
of the solid industrial waste landfill; Approximately 8,000 saplings have been planted.
LLC LUKOIL-Nizhnevolzhsknefteprodukt has set up an environmental analysis lab for continuous environmental monitoring. Every year it takes 6,000 air samples along the boundaries of sanitary protection zones and at 294 sources of emissions.
The Company takes part in the environmental events organized by the Volgograd Region Administration.
The plan for disposal of industrial and household sewage has been redesigned including construction of a pumping plant and a sewer. Sewage discharge at Volgograd TPP-2 has been stopped.
In 2015 the "Clean Earth for the Future Generations" campaign was organized. As part of this campaign, young environmental volunteers from two top Volgograd universities (VolGU and VolgGTU) got acquainted with the Company's environmental efforts, and laid out alleys at the former sludge dump site.
Every year PJSC LUKOIL runs a regional Social and Cultural Projects Competition in Volgograd Region.
In 2004 the Company restored Engels Boulevard, one of the central streets in Krasnoarmeisky District of Volgograd.
In 2007 LUKOIL and the LUKOIL Charity Fund organized the Kremlin Museums exhibition for Volgograd and the Volgograd Region residents. This event included master classes and a children's drawing contest for orphans and foster children from Volgograd Region.
The contest winners visited Moscow and attended a children's New Year party in the Kremlin.
In 2010 a state-of-the-art water sports center was opened in Volgograd. V.Yu. Alekperov, President of PJSC LUKOIL, and V. L. Mutko, Minister of Sports, attended the opening ceremony.
In 2012 the "Art" fountain was unveiled at the upper terrace of the Central Embankment in Volgograd. Valery Vasilkov, Head of the Volgograd Administration, N. M. Nikolayev, PJSC LUKOIL Vice President and AO RITEK CEO, representatives of political parties, NGOs, residents of Volgograd and city visitors took part in this city-wide event.
In 2013 PJSC LUKOIL partially repaired the asphalt concrete pavement at the central Mira Street, replaced a bus-stop and restored a fountain.
MHCI Hospital No. 16 in Krasnoarmeisky District of Volgograd was repaired and upgraded;
The "Temp" stadium in Krasnoarmeisky District of Volgograd was reconstructed.
MBPEI "Bolshaya Gusikha Kindergarten" in Saratov Region received financial support. PJSC LUKOIL purchased durable goods and teaching materials.
For many years the Company has been supporting the "House of Mercy" orphanage in the town of Volzhsky, as well as the "Scarlet Flower" creative group of children with disabilities and "Our Legacy" spiritual and ethics center for children.

For a number of years the Company has been providing financial support to the SBCI "Volgograd Region PUPPET THEATRE" to organize guest performances for children with disabilities.
LUKOIL supports athletes from the "Spartak-Volgograd" water polo club on a regular basis.
In 2012 the Volgograd Region Government and AO RITEK, a LUKOIL subsidiary,
signed an agreement to finance the construction of a kindergarten for 80 children in the town of Nikolayevsk in Volgograd Region. The Company also provides urban amenities in Volgograd and Volgograd Region and tries to resolve social issues in Kotovsky District.
