LUKOIL has been operating in Nizhny Novgorod Region since 2002. Today the Nizhny Novgorod region is one of the key areas for the Company. The region is home to LLC LUKOIL-Nizhegorodnefteorgsintez, one of the largest petroleum refineries in Russia, and to LLC LUKOIL-Nizhegorodniiproject, a design institute. High quality fuel produced by the Company's refinery is sold through a network of LLC LUKOIL-Volganefteprodukt filling stations.
The Company actively develops cooperation with regional authorities, supports state-run entities, agricultural producers, and commercial structures of the region ensuring uninterrupted supply of high quality petroleum products.
The first Agreement on social and economic partnership was signed between the Nizhny Novgorod Region Government and PJSC LUKOIL.
President V. V. Putin visited the refinery of the Company in Kstovo. V.Yu. Alekperov, President of PJSC LUKOIL, showed the Company’s modernization and, in particular, the catalytic cracking complex to the President of the Russian Federation.
The catalytic cracking complex was commissioned at the Company’s refinery.
State-of-the-art hi-tech bulk plant facility, the largest one in the Nizhny Novgorod Region, transshipping over 500 ths. tn of petroleum products per year opened in Kstovo. The Kstovo bulk plant is the largest state-of-the-art hub supplying petroleum products to the filling stations in Nizhny Novgorod Region and neighboring regions.
The research and development center (R&DC) was set up to do research for the LUKOIL Group entities comprising the Downstream business segment.
The Company’s refinery produces Euro 5 standard motor gasoline only.
V.Yu. Alekperov, President of PJSC LUKOIL, and V.P. Shantsev, Governor of Nizhny Novgorod Region, visited the Company’s refinery in Kstovo. As part of the visit, a Memorandum of Understanding was signed to implement “Construction of the Catalytic Cracking Complex-2” between PJSC LUKOIL and the Nizhny Novgorod Region Government.
A formal ceremony to mark commissioning of the catalytic cracking complex-2 and VT-2 unit, the largest project of that kind in the refining industry, was held. The commissioning ceremony was attended by D.A. Medvedev, Chairman of the RF Government, V.A. Shantsev, Governor of Nizhny Novgorod Region, and V.Yu. Alekperov, President of PJSC LUKOIL.
LUKOIL takes environment protection measures at the production facilities in compliance with the environmental protection legislation, statutes and regulations, ISO 14001:2004 standard, and Company's local regulations.
In 2013 the "Clean Fuel — Clean City" campaign was organized together with the Nizhny Novgorod regional division of the "All-Russian Society for Environmental Protection"; as part of the campaign, fuel from LUKOIL filling stations in Nizhny Novgorod Region was inspected by an independent appraiser.
One of the priorities in environment conservation for the Company is the reduction of pollutant emissions at the filling stations and bulk plants. Between 2008 and 2010 the Company implemented a joint R&D project with the Alexeyev Nizhny Novgorod State Technical University to develop a device (system) to capture and recover motor fuel vapors.
2015 — employees of LLC LUKOIL-Volganefteprodukt together with the Beautification of the Kremlin SBE planted a row of elite trees and bushes specifically developed by the plant breeder A.A. Aladin. The Kremlin in Nizhny Novgorod was decorated by such species of lilac as the "Victory Day", "Modest Blue Handkerchief", as well as lilac of the "Marshall" series, including "Marshall Sokolovsky", "Marshall Konyev", etc.. The joint project was a significant contribution into the "Kremlin" collection of lilac species planted.
2015 — as part of the alignment meeting of heads of the environmental protection services of the LUKOIL Group entities
an avenue of trees and bushes was planted in the Ascension Pechora Monastery park. More than 70 saplings decorated the embankment of the Rowing Canal.
In 2015 the Company was awarded a diploma for winning the 5th annual "Pine Branch" competition in Nizhny Novgorod Region devoted to nature conservation.
In 2015 thanks to the support of the Company, the Formula Student student design office got an opportunity to design and build (with the help of the Alexeyev University students) the "Silver Arrow" trimaran. The vessel was so special because of its environmental properties and zero discharge of hazardous substances into the air, as compared to boats with petroleum engines.
For a number of years in a row the Company has been supporting the Anti-Svin environmental project, which includes a series of public campaigns to clean up the city.
For a number of years LUKOIL has been supporting social and charity projects in Nizhny Novgorod Region. The Company supports cultural initiatives, creative groups, promotes sports, urban land improvement, and provides charity support for orphanages.
The Company received many special awards for its charity activities: in 2008 the Company won the "Synergy" contest of social PR projects; in 2009 it got a special prize "For the Creative Approach to Charity Work" in the "Nizhny Novgorod Charity Seasons"; in 2010 it made it to the list of "Russian Companies of High Social Effectiveness" as the best one in Nizhny Novgorod Region in the "Development of Corporate Charity" category; in 2011 the Company won the federal part of this contest.
In 2005 the Company helped to open a memorial site on the main square of Kstovo — the Mira Square.
In 2006 a joint project of the Company and the Administration of the Kstovo municipal district was implemented to provide the 19th quarter of Kstovo with gas supply.
The Social and Cultural Projects Competition has been held in Nizhny Novgorod Region since 2007. A total of 68,909,305 rubles were allocated to finance the projects associated with the competition over the years.
In 2012 old windows in 22 kindergartens of Kstovo were replaced, the Pererabotchikov Boulevard was renovated, a 3D movie theater was installed in the local cultural center of petrochemical industry workers;
In 2013 in Kstovo 7 secondary schools and boarding-schools got new fences, a skateboarding area was built, the Mira Square was renovated, facade and windows of the Central District Hospital were repaired;
In 2014 together with the Nizhny Novgorod Region Government the Vozhsky Bereg sports and recreation center was built in the town of Kstovo;
On September 01, 2014 the Faithful Saint Prince Alexander Nevsky preparatory school was opened. Construction of the Faithful Saint Prince Alexander Nevsky preparatory school is one of the largest social projects implemented with the Company's participation and support of the Staff of the Presidential Plenipotentiary Envoy to the Volga Federal District. For LUKOIL's contribution to the project of revival of the system of orthodox secondary schools in the region, V.Yu. Alekperov, President of LUKOIL, was awarded with the medal of the Holy Blessed Prince Georgy Vsevolodovich, 3rd degree, instituted by the Nizhny Novgorod and Arzamas Eparchy of the Russian Orthodox Church.
For a number of years the "We have found our Talents" project has been organized in Nizhny Novgorod Region giving a chance to gifted children without a family to learn from professional artists. When the course is over children's handicraft projects are exhibited in one of the exhibition halls of the Nizhny Novgorod State Museum of Arts.
Since May 2014 the Company has been General Partner of the Minin's Road bike ride. More than 1,500 people took part in the first bicycle ride devoted to the 300th anniversary of the Nizhny Novgorod Governorate, with participation of the Nizhny Novgorod Region Governor.
In 2014 the Company supported the "Volga Dmitriev Route" history and photography project of cultural, educational and social importance. The goal of the project was to help record the changes in the Volga river over the course of 120 years. As a result of the project, photo exhibitions were organized in the largest cities of the Volga Region, other cities of Russia, and abroad; a photo book was published.
In 2014 LUKOIL helped to organize the "Under the Russian Flag" project, as part of which young volunteers of the Nizhny Novgorod regional division of the Russian Geographical Society went down the Oka river in the "Luch-23" air-cushion vessel following the route of the first Russian warship "Oryol" (Dedinovo — Nizhny Novgorod (825 km)). As part of the project implementation, a map of cultural and educational tourist route was created. The map is available online for the general public and tour operators.
In 2014 LUKOIL supported a social project of the Nizhny Novgorod Region Main Directorate of the Ministry of the Interior, State Traffic Safety Inspectorate, to prevent traffic accidents involving children and violation of traffic rules.
In 2015 the School for Young Journalists project was implemented to organize training sessions and create a movie commemorating the 70th anniversary of the Victory.
In 2015, in Nizhny Novgorod Region, together with Our Future Fund, social project entitled
"More than a Purchase" was started. Social entrepreneur products were sold at 10 filling stations of LUKOIL.
In 2015 the sports ground was opened in the Zarechye Sports and Recreation Center as well as sports facilities built in the town of Bogorodsk and Bolshemurashkinsky district.
